The other day a student came to me with this problem.
He couldn't open pictures he took on his iPhone on his Mac.
I was puzzled and took the following steps.
1. I looked to see what the image type was. You can by looking a the end of the file name (photo.jpg).
2. In this case, there were no file extensions, so I right-clicked and chose Get Info.
3. The file I was looking at was called HEIC. I had never seen that before so I went to the phone that took the photo.
4. I went into the phone settings to see what was going on by going Settings > Camera > Formats
5. From there I switched the photo format to most compatible.
